Promoting international security through cooperation
The 23rd annual CIOR Winter Seminar
will be held at the conference center of the Konrad Adenauer Foundation, Schloss Eichholz, Wesseling, near Bonn, Germany, from 5 to 8 of February 2012, and will also this year be about the NATO's Strategic Concept, with focus of Promoting international security through cooperation.

. Also this year the committee has produced an interesting program covering different NATO relevant issues. The first day of the Seminar will be about the Implementation of NATO’s New Strategic Concept – A Status Report after One Year. The Speaker is Prof. Julian Lindley-French, Netherlands Defence Academy, Breda. The next theme will be covered by Nicholas Williams, Head of NATO HQ Operations Division when he speaks about NATO's Strategic Plan for Afghanistan: Transition and Enduring Commitment.
The US Relations with Pakistan
The US Relations with Pakistan and its Impact on Stability in the Afghanistan-Pakistan Region will be also covered in the Seminar. The speaker will be Major General (R) A.K. Hukku, Former Chief Military Intelligence Advisor, Cabinet Secretariat (New Delhi), Pune, India.
Researcher Leila Billi of the University of Tunis will give a lecture about the Arab spring. Issues related to the challenges of former military dictatorships will be covered. The Seminar will focus on the security challenges this new situation brings.
Col. Ilmar Tamm, NATO Cooperative Cyber Defense Centre of Excellence (CCD COE) in Tallinn, Estonia will cover the current threats of Cyber warfare under the topic “Cyber Threats to NATO and its Methodology for dealing with them”.
Also this year the theme of NATO and Russia will be highlighted, by Mr. Nikolay Korchunov, Deputy Head of the Permanent Mission of the Russian Federation to NATO. It is the first time such a high-ranking Russian official representative has given lectures on these issues.
Other topics at this year's seminar are NATO's Partnership Policy and the Status of NATO Enlargement.This year's seminar will be concluded with a panel discussion where the topic is NATO's Policies towards Central Asian States. Panel discussions by General Olshausen.
